The PECO Matching Energy Assistance Fund (MEAF) is available to assist qualified people who are about to lose their PECO service, or whose service has already been terminated.

Other programs include the PA American Water program "Dollar Energy" and the Aqua Water program "Helping Hands."  These programs are designed to assist qualified applicants who are having trouble paying their water bills.

Eligibility

Dollar Energy - PA American Water

This program is currently closed. This program will open again in October.

You qualify if:

  • Your name is on the bill and you are living in the home.

  • Total household income is less than 200% of the Federal Poverty Income Guidelines.

  • The amount you owe is between $100 and $500. If an applicant needs more than $500 to stop a termination or restore service, they will need to make the additional payments before we can assist.

  • If you have not made a payment in the last 90 days, then you must make a payment of $100.00, or $50.00 if you are a senior over age 62, before your application is accepted.

  • Seniors age 62 and over can apply even with a zero balance.

  • If the utility requires a reconnection fee, the applicant needs to make the required payment before we can assist.

Dollar Energy - MetEd

This program is currently closed. This program will open again in October.

You qualify if:

  • Your name is on the bill and you are living in the home.

  • Total household income is less than 250% of the Federal Poverty Income Guidelines.

  • The amount you owe is between $100 and $500. If an applicant needs more than $500 to stop a termination or restore service, they will need to make the additional payments before we can assist.

  • If you have not made a payment in the last 90 days, then you must make a payment of $150.00, or $100.00 if you are a senior over age 62, before your application is accepted.

  • If your household income is at or below 150% of the FPL, you must enroll into PCAP.

  • If the utility requires a reconnection fee, the applicant needs to make the required payment before we can assist.

Helping Hands - Aqua PA Water

This program is currently closed.

You qualify if:

  • This is strictly a payment arrangement with AQUA and not cash assistance.

  • Total household income is less than 200% of the Federal Poverty Income Guidelines.

  • You owe more than than $110.00 and you are more than 21 days past due.

  • Only the person whose name is on the bill can apply.

  • The water company will ask you for a "Good faith" first payment and then establish continuing monthly payments.

  • If the utility requires a reconnection fee, the applicant needs to make the required payment before we can assist.

What Does the Program Provide?

PECO Energy Matching Energy Assistance Fund: For qualified applicants CADCOM’s REACH program will pay up to $250 per household for a home with just Electric, and up to $500 for a home with both Gas and Electric.  The applicant has to pay any reconnection fee and any extra amount owed to bring the total bill to a Zero balance after the grant has been applied.  

Dollar Energy/Helping Hands:  The program helps qualified applicants make payment arrangements with the water company.

This program is currently closed.

 You qualify if:

  • Your service has been terminated, or you have received notice of termination by PECO.

  • Your total household income  is less than 175% of the Federal Income Poverty Guidelines.

  • You have not received assistance under this program in the last 2 years.

  • Your name must be on the utility bill, or shut-off notice.

  • You must have applied for LIHEAP Cash and Crisis assistance programs when available.

  • The grant must reduce your utility bill to zero, whether used alone or with other resources.

  • If the utility requires a reconnection fee, the applicant needs to make the required payment before we can assist.
